It's basically a valve that lets hot coolant pass through the exterior of the heater core in your heating, ventilating, and air conditioning (HVAC) system. Thus, warm air gets to circulate around your car's cabin. Unfortunately, there are cases wherein the valve sticks, either because of clogging or natural wear and tear. Either way, with the cold weather outside, you're not going anywhere if you don't replace the valve. Anyone with the right tools and some skills can repair a heater valve themselves.
