First, check if the issue comes from the fuel's electrical system, such as loose, corroded or broken wiring and fuses. Test the voltage at the pump's positive terminal or wire, and inspect the connectors to see if you see signs of corrosion or loose wiring. While you are at it, check the ground with a digital volt-ohmmeter that measures the drop in voltage between the negative wire and the pump connection at the tank. The drop should be no more than 0.1 volts. If it's not electrical, the fuel pump might be failing because of an obstruction of fuel into the system. The fuel cap vent could be blocked. If air is entering the system because of leaks between the tank and the pump, the fuel pump will balk at working. A fuel pressure check at that point will help you decide whether you need to replace your Buick fuel pump.
